How to apply for university accommodation?

First, you need to. create a student social file south www.messervices.etudiant.gouv.fr before 31 May (see the steps to follow to complete your DSE correctly jedemandemabourse.lescrous.fr).
When filling in the form, you must Tick the box «I am requesting Crous student accommodation».

Next, you need to Apply for housing and specify his wishes on findhousing.lescrous.fr in May.
You will receive a response during the main award phase (several allocation rounds in June). Scholarship students are given priority.

Did you not get allocated housing during the main allocation phase?
Did you not submit your application on time?
Are you an international student?

You can participate in the additional allocation phase from early July findhousing.lescrous.fr
It is open to all students, even those who have not completed a student social file.

I am not a scholarship student, can I apply for housing at the Crous?

Yes. Scholarship students are prioritised, but other students can also benefit. Accommodation is allocated based on social criteria. The criteria taken into account are the parents' income or even the student's income, family composition, and geographical distance from the family home.

Can you still apply for a room in a Crous residence after 31 May?

Yes, if your Dossier Social Etudiant (DSE) has been completed, you can participate in the various Crous accommodation allocation rounds in June (even if you were unable to participate in the first allocation round).
You can also participate in the supplementary allocation phase and reserve housing from those that are still available on findhousing.lescrous.fr from the beginning of July. This additional phase is open to all students, French and foreign (it is not necessary to have created your Student Social File).

Please note: Even during the academic year, after the start of term, it is still possible to apply for Crous accommodation.

En As a student, can I apply for social housing (HLM)?

  • In general, social landlords (HLM) allocate housing to students if they meet the income ceilings and if housing is available.
    Flats can be allocated to students (including shared flats), but the priority remains the accommodation of families.
    You can register on https://bonbailappart.fr , which allows young people (students, young workers, couples, groups or individuals) to apply for social housing directly online.
    The application can also be made on the regional website: www.demandelogementbourgognefranchecomte.fr
    It's not the fastest or most common way.

Are there student residences outside of Crous?

There are private residences open to all the students. You will find a list of these residences in Bourgogne-Franche-Comté on jeunes-bfc.fr

The City of Dijon offers on its website under the heading Student accommodation A List of student residences and halls (addresses, number of rooms or apartments).

Us Young people's housing welcome all young people aged 16 to 30. Even though students are not a priority, they house a few of them.

How to find a flat?

  • Check out Classified ad websites to rent to a Private individual.
  • Go through a Estate agent. They handle advertising, arrange viewings, draft the tenancy agreement, carry out the inventory...
    In return, they ask for Agency fees (equivalent to approximately 1 month's rent).

What is the rent for a studio flat (T1) in Dijon? 

The rent of a small flatStudio or T1is understood between €300 and €500.

I would like to estimate my budget to know what rent I can afford. How do I do that?

To ensure you don't forget anything, use a Visitor record which allows you to list the important points to look at for each property visited.

If I rent out my property to an individual, what are the pitfalls to avoid?

Here are the essential points to watch out for when renting from a private individual:

  • Check that the accommodation actually exists and Visit it before you pay anything.
  • Ensure the person is indeed the owner.
  • Never pay money upfront signing the lease.
  • Read carefully The tenancy agreement (lease): check the duration of the tenancy agreement, the surface area of the property, the rent, the charges, and the amount of the security deposit.
  • Ask for the Mandatory diagnostics, notably the Energy Performance Certificate.
  • Faites un Detailed inventory in the presence of the owner.
  • Beware of abnormally low rents and some Landlords who refuse viewings where they put pressure to pay quickly.

And co-living, how does that work?

Flatsharing is the renting of the same dwelling by several tenants, which allows the rent amount to be split. It's the best way to have a large flat on a limited budget.

Technically, there are two possibilities available to you: 

  • a single lease : signed with the owner, all flatmates sign it. Be careful about the joint and several liability clause between flatmates, the landlord can take action against one of them if one of the flatmates stops paying their share.
  • A lease for each flatmate Each flatmate signs an individual contract with the landlord for the room they rent and the shared common areas (kitchen, bathroom, etc.). In this case, you are not bound to the other tenants; if a flatmate fails to pay their rent, you will not have to settle their share.

Is flat-sharing possible in Crous university residences?

Yes, it is entirely possible to be in Shared accommodation in a university residence.
In Dijon, Crous BFC has some accommodation dedicated to flat-sharing. You can apply for it with your flatmate; Crous BFC does not create pairs.

Please note: for «shared accommodation», housemates must make the same wish for the same accommodation when applying.

What is accommodation in lieu of payment?

The landlord makes part of its accommodation available free of charge A room in general in exchange for a few services (childcare, DIY, pet sitting, cleaning, shopping, homework help,...).

Attention : This type of accommodation is not regulated by law.

To avoid any conflict, it is advisable to draw up an agreement in writing on the terms of the exchange: tasks to be carried out by the guest, number of working hours (less than 15 hours per week, beyond that a work contract will be necessary), start and end of the exchange, nature of services, house rules, etc.

Can you be housed in accommodation with elderly people?

Some residences house students with the aim of fostering connections with the elderly in exchange for reduced rent. (It is also possible to live directly with an elderly person, see the intergenerational cohabitation in the section Good Deals)

There are two intergenerational residences in Dijon-Métropole:

Senior residence «Les Vantelles» in Plombières-les-Dijon, managed by Domitys via the Generations Connecting Device which allows students to occupy accommodation in exchange for 15 hours of activities per week with residents as an activity assistant.

I'm coming to do an internship in Dijon, how can I find accommodation for a few weeks?

My rights and responsibilities

Am I obliged to sign a lease agreement?

Yes. The lease defines the rights and obligations of the landlord and tenant and it is binding.. It must contain a certain amount of information (description of the accommodation, surface area, rent amount, security deposit amount, etc.) and documents must also be attached (inventory of fixtures, tenant's insurance certificate, technical diagnostics, etc.).

What are my obligations as a tenant?

The tenant has obligations. It must:

  • Pay the rent and charges; ;
  • Respect the intended use of the accommodation (do not use it as commercial premises, for example); ;
  • Do not carry out any work without the landlord's agreement. ;
  • Answer of the degradations; ;
  • Granting access to the property for works; ;
  • To take charge of the routine maintenance of the dwelling.

Caution, deposit, what's the difference?

The security deposit is a Sum of money paid to the landlord (or to a real estate agency) at the time of signing the lease. This sum is used to cover any shortcomings of the tenant upon their departure (unpaid rent, damages noted).
The security deposit amount cannot exceed 1 month's rent excluding charges for an unfurnished property or 2 months' rent excluding charges for a furnished property.
The security deposit will be returned to you when you leave the accommodation.
If you are struggling to pay your security deposit, ask Loca-pass advance proposed by the organisation Action Logement.

The Caution is a written undertaking by a person or organisation acting as a guarantor (also called guarantor) in case of failure to meet your obligations to the homeowner. For example, if you don't pay your rent, the guarantor will have to pay on your behalf.
If you are struggling to find a guarantor, ask for state guarantee with the Visale guarantee proposed by the organisation Action Logement.

Do I have to pay a security deposit?

Yes, if the owner asks.. The amount must not exceed one month's rent excluding charges for an unfurnished property, or two months for a furnished property.

If you are struggling to pay your security deposit, ask Loca-pass advance.

Is it important to do a condition report?

Yes. The inventory allows you to compare the condition of the accommodation between the time you enter it and the time you leave it. It shows who should pay for any work and avoids disputes. It therefore protects the tenant and the landlord.

Your landlord is charging you additional service charges on top of your rent. What do these include?

As well as rent you will have to pay charges (housing) costs. They are different from one dwelling to another. These can include water, the lift, communal heating, household waste taxes, maintenance of shared areas of the building, etc.

Generally The rental charges are paid each month at the same time as the rent. (a reconciliation takes place once a year to adjust payments to actual expenses).

Attention : You must pay close attention to what is included or not in the charges; this varies depending on the property (heating, gas, etc.).

Who should pay for repairs in the property: the tenant or the landlord?

Can a landlord rent out a property in poor condition?

No. The accommodation provided to a tenant must be decent.

Decent housing is defined by law and meets 5 criteria: minimum surface area and energy performance, absence of risk to the tenant's safety and health, absence of vermin and pests, and provision of certain equipment.

I would like to give my notice, how should I do it? What should I put in the letter?

  • Registered letter with acknowledgement of receipt ;

The aids

Am I entitled to any help with paying my rent?

Yes, the Coffee The (family benefits fund) provides aid to help you pay your rent: the’APL (Personal housing benefit), the’ALF (family housing allowance) or the’Motor neurone disease (social housing allowance). These are awarded based on certain criteria: renting a Decent housing, the lease agreement must be in the name of the applicant for the aid, the tenant must not be directly related to the landlord.

The amount of aid is calculated based on:

  • of the rent amount (excluding charges),
  • of your resources,
  • of your family situation.

I'm being asked for a guarantor and I don't have one. Who can help me?

If no one can act as your guarantor, the organisation Action Logement can do it. It's called the Visale guarantee.

This guarantee covers unpaid rent and charges (as well as damage to the property by the tenant) for the entire duration of the rental period. Action Logement will advance the sums owed to the landlord, and you will then reimburse this advance in monthly instalments.

The Visale guarantee is for 18- to 30-year-olds (including students), to eligible persons Mobility lease as well as employees over 31 years of age:

  • winner up to €1,710 net per month,
  • recently hired (less than 6 months),
  • or on a business trip,
  • or who have a job offer valid for less than three months.

I can’t afford the security deposit. What should I do?

The organisation Action Logement offers assistance to finance the security deposit requested by your landlord when you move into your new home: the Loca-Pass advance. This is an interest-free loan (up to €1,200) that you must repay within a maximum of 25 months (with a minimum monthly repayment of €20).

Conditions for benefiting from the Loca-Pass advance.

  • being an employee of a company in the non-agricultural private sector (regardless of age), 
  • be under 30 years of age and:
    • to be undergoing professional training (apprenticeship or professionalisation contract),
    • to be a jobseeker, 
  • To be a working student and provide justification
    • of a fixed-term contract (CDD) of a minimum of three months, which is ongoing at the time of the application for assistance, 
    • one or more fixed-term contracts totalling at least three months’ duration during the six months preceding the application for assistance, 
    • of an internship agreement of at least three months, currently in effect at the time of application, 
    • of a French state scholarship student status.

I'm on an apprenticeship, I need to change my accommodation (or have a 2nd place to live)e (accommodation) to be closer to my place of work. Are there any grants available?

You are on a work-study programme, you are under 30 years old and you are moving closer to your job, or perhaps you need a second home?
LMobility support for young people may be for you! Managed by Action Logement, it allows to To finance part of the rent for accommodation near your place of study or work.

Conditions to benefit:

  • You are on an apprenticeship or professionalisation contract.
  • You are under 30.
  • You are employed by a private non-agricultural company.
  • You are changing your main residence to be closer to your place of study or work: your new accommodation is located more than 70 km from your old address, or the journey time between these 2 addresses is more than 40 minutes, or you occupy two homes during the same period (providing justification for double rental charges).
  • Your gross monthly salary must be less than or equal to 120% of the minimum wage.

MContents from €10 to €100 per month, depending on the rent still to be paid (after deducting CAF benefits).

  • The amount of the aid is capped at €1,100 per training year over 11 monthly payments.,
  • Assistance can be requested for a maximum of 2 years of training, consecutive or not, meaning 2 x 11 months.

Disputes

My accommodation is in a poor state, it is not decent. What can I do?

You can make a report on the Signal Logement platform or call the 'Info logement indigne' number for advice:

  • The platform Housing signal
    It allows tenants of poorly maintained housing to Report a sub-standard dwelling. The (online) report will be directly transmitted to the various competent services (Adil, your local council, Caf, social landlord, ARS, etc.) in a single step. The aim is to bring the dwelling up to standard as quickly as possible.
  • The “unfit housing information” number” 0 806 706 806 (Open from 9 am to 12 pm and from 2 pm to 5 pm, cost of a local call)

Yes, the CROUs offers accessible housing and adapted for people with disabilities. You can find an interactive map of accessible accommodation at www.etudiant.gouv.fr

What is intergenerational cohabitation?

The principle of intergenerational housing is to To be hosted by a person aged 60 or over in exchange for services rendered for daily tasks (shopping, cooking, taking out the bins...) or simply to chat or keep someone company.

The financial contribution requested from the young person being housed is often modest (or even symbolic). 

Note that the relationship between the senior and the young lodger is legally framed by a charter and a Solidarity intergenerational cohabitation agreement.
